1. ما هي المتطلبات الأساسية للبدء في استخراج رخصة بناء؟
للبدء في الإجراءات، نحتاج منك تزويدنا بالآتي:
• صك ملكية الكتروني محدث
• هوية وطنية “مالك” أو سجل تجاري “شركة/مؤسسة”
• قرار مساحي
• تقرير فحص التربة
2. كيف أثر "كود البناء السعودي الجديد" على إصدار الرخص؟
الكود السعودي الجديد (SBC) أصبح إلزامياً لضمان جودة وسلامة البناء. يتطلب الآن:
- مخططات هندسية تفصيلية (معماري، إنشائي، كهربائي، ميكانيكي، وسلامة).
- وجود تأمين ضد العيوب الخفية (للمباني السكنية).
- التعاقد مع مقاول معتمد ومشرف هندسي ومكتب فحص فني.
- مكتب غاية يضمن لك أن جميع التصاميم مطابقة تماماً للكود لتجنب رفض الطلب أو التأخير.
3. ما هو "التأمين ضد العيوب الخفية" وهل هو إلزامي؟
نعم، هو تأمين إلزامي للمباني السكنية (الفلل) لمدة 10 سنوات. يغطي العيوب التي قد تظهر في الهيكل الإنشائي أو العزل المائي بعد السكن. يتم استخراج وثيقة التأمين من قبل المقاول بالتنسيق مع شركة التأمين.
4. كم تستغرق عملية إصدار رخصة البناء؟
تعتمد المدة على سرعة اكتمال المتطلبات (مثل تقرير فحص التربة ووثيقة التأمين)، ولكن غالباً ما تستغرق المرحلة الفنية داخل المكتب من 7 إلى 14 يوم عمل لإعداد المخططات، ثم تعتمد سرعة الصدور النهائية على مراجعة الجهات المختصة عبر منصة بلدي.
5. هل يمكنني تغيير المقاول أو المشرف بعد صدور الرخصة؟
نعم، تتيح منصة “بلدي” إمكانية تغيير المقاول أو المكتب المشرف عبر إجراءات “نقل ملكية رخصة” أو “تعديل بيانات”، ولكن يجب أن يتم ذلك قبل البدء في المرحلة التالية من البناء لضمان تسلسل التقارير الفنية.
6. ما هي مدة صلاحية رخصة البناء؟ وماذا يحدث إذا انتهت؟
مدة صلاحية الرخصة هي 3 سنوات. إذا لم يتم البدء في البناء خلال هذه المدة، يجب التقدم بطلب “تجديد رخصة” عبر منصة بلدي. أما إذا بدأ البناء وتوقف، فيتم طلب “استكمال بناء”.
7. هل يلزم عمل "فحص تربة" لكل أرض قبل صدور الرخصة؟
وفقاً للكود السعودي الجديد، أصبح تقرير فحص التربة إلزامياً للمباني السكنية والتجارية. فهو الذي يحدد نوع الأساسات (قواعد منفصلة، لبشة، أو خوازيق) ويضمن سلامة المبنى من التصدعات الناتجة عن هبوط التربة.
